The development banks of these countries have signed an agreement about a further gradual withdrawal from loans in American dollars.

The European Central bank has recently been trying to look very tough and determined. The ECB increased its Official Bank Rate for the first time in 3 years exactly on the same day when Portugal asked for financial aid. However the increase was insignificant, so it probably was of psychological rather economic nature. Obviously that was a step towards toughening the monetary policy. However the step was an indecisive one.

The inflation problem is the key one in the EU right now. It is clear that even an interest rate increase cannot have a significant impact on the inflation dynamics. At the moment there are at least 3 problems that cannot be avoided when developing anti-inflation measures: the continuous debt crisis, the inflation pressure of the global economy and the structure of the ECB itself.

When considering the sovereign debt problem, it should be noted that the ECB’s interest rate grew when Portugal addressed the ECB, so Greece and Spain “missed the train”. It appears that now they lack an opportunity to attract funds.

On April 17th in Washington the Vice Governor of the People’s Bank of China met with the representatives of the International Monetary Fund and the World Bank. They discussed numerous issues, including the content of the IMF’s currency basket, which determines the (Special Drawing Rights (SDR) – a special monetary unit. The Chinese representative spoke in favor of including some other currencies into the basket. Obviously the Chinese side represented the interests of the young and strong but still unstructured international union called BRICS (is a grouping acronym that refers to the countries of Brazil, Russia, India, China and South Africa). The latest BRICS summit took place in China right before the visit of the Chinese representative to Washington.

At the moment the currency basket is composed of 4 currencies: the US Dollar (USD), the Japanese Yen (JPY), the common Euro currency (EUR) and the British Pound (GBP).

Yesterday GBPUSD managed to consolidate above a significant option barrier at 1.6327.
Now the closest resistance levels are 1.6449 and 1.6500, a psychological level. As expected, yesterday’s fundamental data didn’t have any impact on the expected volatility of the currency pair. The option strategies were getting more expensive only at the expense of the strong movement of the asset towards one of the strikes. There were plenty of reasons for such a movement. Firstly, during the European trading session investors stopped worrying about the BoE’s quantitative easing. During the American trading session numerous US companies published positive statistics. The US Existing Home Sales turned out to be positive as well.

The currency pair has overcome a significant option barrier at 1.6327. The closest resistance level is 1.6449 while 1.6500 remains a psychological barrier.
Yesterday’s UK and US macroeconomic data didn’t increase the volatility level. On Monday there was a volatility spike after S&P’s lowered the USA’s credit ratings. But the volatility level came back to normal. Wednesday’s news background can be considered neutral. There are no significant news releases scheduled for today. There is only one news release (US Existing Home Sales) that can have a short-term impact on the market. However, it is unlikely to cause a volatility upsurge as the index is able to have a significant impact on currencies only in long-term or mid-term perspective.

Yesterday Standard & Poor's lower the USA’s credit rating from “stable” down to “negative”, which caused a volatility spike. US Dollar is in flat range: why do precious metals keep gaining in value?

FOREX NEWS. The US Dollar has managed to maintain its position against all the other major currencies. However it is still vulnerable as it keeps moving within a price range around the lows. Last week’s US economic data imply that the US economy will probably continue recovering.

The new data on the Euro-zone debt situation only added pressure on the common Euro currency against the other majors, which didn’t allow EURUSD to break above 1.45. USDJPy was the only currency pair where USD showed some strength. Moreover, the weakness of USDJPY reveals the weakness of JPY-cross pairs.

The recurrence of the Euro-zone debt issue will make the financial market uncertain because either restructuring or default will cause losses in the EU’s financial sector, where banks are the main sovereign debt holders. It is too early to speak about some restructuring or default within the next few weeks. However if the future succession of events develops this way, investors will definitely be seriously concerned about that. It also should be noted that this is the pre-Easter week, so numerous market participants will probably take a break, which may lower the liquidity and increase the volatility of the market.

Shocking news spread over the world on 1 April 2011: in the Afghan city of Mazar-i-Sharif, an enraged crowd broke into a UN Mission building and organized a real pogrom there.
